Youth and Digital Democracy – from Idea to Impact

The fourth work package of the Erasmus+ project brought numerous dynamic and significant activities in which young people from Montenegro and Albania demonstrated their creativity, commitment, and readiness to actively participate in shaping the digital future. The focus was on dialogue, digital rights, and creating content that gives young people a voice in contemporary society.

Policy Brief

One of the most important results of this part of the project was the development of the policy brief “(In)Resilience of Youth to Disinformation” – a document that synthesizes research and recommendations of young people on digital participation and rights, prepared by the research team. The focus of this document is the growing vulnerability of young people in Montenegro to disinformation in the digital space. UZOR analyzes the causes of low media and digital literacy, the consequences of algorithmically amplified spread of disinformation, as well as the role of the underdeveloped legislative framework. Through concrete recommendations for decision-makers, civil society, and young people themselves, the publication provides guidelines for building a more resilient and better-informed society.

Online Campaign

Young people gathered in communication teams designed and carried out an online campaign that, through innovative messages, graphics, and digital formats, reached a wide audience. The campaign was not just about promoting the project – it was a space where young people highlighted their ideas, tested messages among peers, and raised awareness of the importance of digital rights, participation, fake news, and the driving force that social media campaigns can have. A particular value of this process was that young people themselves created the content, while partner organizations provided support and guidance.
Podcast Series
As part of the media-related activities, three podcast episodes were recorded in which young people discussed the current challenges of the digital society – from privacy issues, through online activism, to cybersecurity. The podcasts provided a unique platform for the youth voice to be clearly and authentically presented, while the conversational format allowed an open exchange of opinions between participants and guests.

Youth Digital Talks

A particularly inspiring activity was the Youth Digital Talks – events designed as open dialogues between young people, their peers, and relevant actors on topics of digital rights. This time, the focus was on one of today’s most pressing issues – creativity in digital communication. Lecturer Leka Dedivanović, an expert in the field of digital content and social media, introduced young people to the ways in which creativity can shape their messages, opinions, and visibility in the online space.
Final Conference in Tirana
In the end, part of the UZOR team and participants had the opportunity to present the results of their work at the final conference in Tirana. The conference brought together regional partners, institutional representatives, and young people, creating a space for exchanging experiences and networking. It was a place where results were summarized, but also where the path was laid out for future initiatives that will continue to strengthen the voice of young people in the digital sphere.


These were not just project tasks – they were proof that young people can and want to be active participants in the decision-making process. UZOR is proud to have been part of this process, supporting young people in turning their ideas into concrete actions. The path from written recommendations to public dialogues and an international conference shows that when young people are trusted and given space, the results exceed expectations.
