Politicians, representatives of non-governmental organizations, the academic sector, and the international community generally have a clear positive attitude toward the idea of introducing an open-list system in Montenegro.
The study “Perception of Politicians and Experts on the Electoral Process and Electoral Reform” shows that a large majority of respondents, 83.3%, support the gradual introduction of the open-list system, while 10% advocate for its immediate implementation.
