In 2024, Montenegro once again faces the task of implementing comprehensive electoral reform, in line with recommendations from international and domestic organizations. Recent electoral processes have been marked by both old and new deficiencies, with similar institutions and laws rightly criticized by various bodies. Changes in legislation, through amendments to certain laws requiring a simple majority, have not helped to resolve key issues or achieve the desired effects. On the contrary, the Constitutional Court has deemed them unconstitutional. For the first time, Montenegro has a chance to finally implement comprehensive electoral reform, as it is supported with the same intensity by both the government and the opposition.
Accordingly, the project is designed with the general aim of contributing to the process of European integration of Montenegro by encouraging democratic reforms and good governance. The project will contribute to this goal by achieving a specific objective, namely improving the electoral process by encouraging comprehensive electoral reform in accordance with the recommendations of OSCE/ODIHR. By achieving these milestones, the project will lay the foundations for a better legislative and institutional framework in line with the recommendations, on the one hand, and increasing the capacities of electoral commissions, CSOs, and the media regarding the electoral process and the inclusion of persons with disabilities. Furthermore, it will enhance participation and promote inclusive dialogue between representatives of political parties, MPs, CSOs, experts, the academic community, and international organizations. Ultimately, it will influence the achievement of political criteria in the negotiation process with the EU, and the end users will be enabled to exchange opinions and draw comparisons with best practices in EU member states.
In achieving these goals, the Center for Democratic Transition (CDT), as the project leader, the Association of Youth with Disabilities of Montenegro (UMHCG), and the Association for Responsible and Sustainable Development (UZOR) as project partners, with the support of the EU, will achieve three main outcomes, specifically targeting the plans of electoral commissions, representatives of CSOs and political parties, MPs, academic community plans, experts, vulnerable groups such as persons with disabilities, namely: 1) Improved legislative and institutional framework in line with EU and ODIHR/OSCE recommendations, 2) Increased capacities of electoral commissions, CSOs, and media on the electoral process and the inclusion of persons with disabilities, 3) Advocated and promoted electoral reform among key stakeholder groups and citizens.
