Freedom of Expression and Journalist Safety in the Modern Environment
UZOR invites representatives of national and local media to apply for a two-day training focused on freedom of expression, journalist protection, and professional standards in the modern media landscape. The training will be held on June 7 and 8 in Podgorica and will be led by Marc Gruber, a German media law expert and journalist safety specialist.
Gruber is a French media consultant and seasoned expert in media freedom, journalistic standards, and journalist safety. For over two decades, he has collaborated with international organizations such as the Council of Europe, European Federation of Journalists, and the OSCE, contributing to projects across Europe, North Africa, and Asia. His areas of expertise include reporting on threats to journalists, combating SLAPP lawsuits, promoting media literacy, and strengthening self-regulatory bodies and journalist associations. He has also served as an election observer for the EU and OSCE, worked as a journalist and communication manager in cross-border institutions, and co-directed the European Federation of Journalists, where he led projects, public campaigns, and advocacy efforts on behalf of journalists.
The training is based on a professionally developed curriculum and will cover:
– Contemporary challenges and good practices in journalist protection
– Threats and pressures faced by media workers
– International and national legal frameworks and protection tools (Council of Europe, EU, OSCE)
– Physical and psychological integrity of journalists
– Peer learning and knowledge exchange among media professionals from different backgrounds
This training is intended for journalists, editors, and other media professionals who want to strengthen their knowledge, enhance their professional capacities, and contribute to a safer media environment.

The training is organized within the project “Effective Prevention and Protection of Journalists in Montenegro”, jointly implemented by the Association for Responsible and Sustainable Development (UZOR) and the Association of Professional Journalists of Montenegro (DPNCG), in cooperation with the Hanns Seidel Foundation and with the financial support of the European Union (EU) through the EU Delegation in Podgorica and the Ministry of Public Administration.
